Subject poses a direct threat to national security. Data obtained from ECHELON and CARNIVORE, correlated with significant threat vectors from the PROMIS system indicates that the subject, PETER COTTONTAIL, a.k.a. "eastern bunny", is part of a terrorist organization which seeks to obtain weaponizable biological agents for use against targets within the U.S. and abroad. SIGINT data suggests the subject is coordinating an international campaign to conceal ovoid biological containers in virtually all population centers within the United States. The precise nature of the ovoid delivery vehicles is unknown, but it can be assumed that they pose a significant risk to the population. Intelligence suggests that the strike is planned to coincide with the Pagan holiday of Ostara, on or near the spring equinox. COTTONTAIL is notoriously elusive. He conducts his operations primarily under cover of night, and spends much of his time in fortified underground bunkers known as "rabbit-holes". COTTONTAIL's ability to evade detection has been described as "magical". COTTONTAIL has been designated as an enemy combatant. Should he be apprehended, immediate rendition to a secret, secure facility is prescribed. Interrogation of the subject to determine the nature and location of the ovoid threat is of upmost priority. Any knowledge of planned activities and methods must be obtained from the detainee as quickly as possible, at any cost.
